The Air Force Research Laboratory (AFRL) is a government organization headquartered at Wright-Patterson Air Force Base that specializes in the research, development, and implementation of technologies related to warfare for multiple United States forces, including air, space, and cyberspace units. The organization is comprised of Technology Directorates, Functional Directorates, 711th Human Performance Wing, and the Air Force Office of Scientific Research. AFRL partners with organizations in other fields, such as higher education, business, and government, in order to collaborate on technologies that could benefit its mission.
In September 2017, Air Force Secretary Heather Wilson launched an initiative to update the Air Force’s science and technology strategy that involved the engagement of the scientific community, higher education, and business professionals to share their knowledge through a series of discussions and outreach events. In April 2019, Secretary Wilson introduced the Science and Technology Strategy devised to identify, develop, and deploy breakthrough technologies. The strategy is comprised of an array of changes intended to maximize and expand the Air Force's technological capabilities.
In 2019, the Department of the Air Force has announced four Vanguard programs devised to advance emerging weapon systems and warfighting concepts through prototyping and experimentation: Golden Horde, Navigation Technology Satellite 3 (NTS-3), Skyborg, and Rocket Cargo. Details regarding the programs were outlined in the Department of the Air Force 2030 Science and Technology Strategy.
AFRL also specializes in the development of various aerospace systems, including rocket engines, alternative fuels, unmanned vehicles, and hypersonic systems. AFRL has introduced designs and programs such as the Affordable Responsive Modular Rocket (ARMR) engine architecture and HydroCarbon Boost (HCB) technology development program. The ARMR and the HCB program contribute to the development of combustion liquid rocket engines.
The AFRL has its beginnings in 1917, when the organization's base was situated at McCook Field in Dayton, Ohio. This is where AFRL's early research efforts took place, including researching and utilizing the energy from the electromagnetic spectrum, which led AFRL to develop the first aerial cameras and airborne radio equipment. Those early innovations were followed by AFRL's exploration of numerous technologies that harness electromagnetic energy, including radar detection, advanced targeting pods, the Demonstrator Laser Weapon System, and the Counter-electronics High Power Microwave Advanced Missile Project (CHAMP). The AFRL had been officially formed in October 1997 at the Wright-Patterson Air Force Base near Dayton, Ohio, through the consolidation of four former Air Force laboratories and the Air Force Office of Scientific Research (AFOSR).
The laboratory outsources approximately 75% of its budget to industry, academia, and the international community. In 2018, the AFRL's budget amounted to $2.7B in Science and Technology (S&T), $2.4B in customer funding, and $1.6B non-S&T funding, making up a total of $6,767M. Of this, $491M had been devoted to basic research, $1,453M to applied research, $827M to advanced technology development, and $1,585M to operational development and experimentation.
In the fiscal year 2022, the U.S. Air Force has a requested budget of about 212.76 billion U.S. dollars, including funds designated for the Space Force. The enacted budget for the Air Force in the fiscal year 2021 was 204 billion U.S. dollars. Of this, $14.7 billion has been requested for the Science & Technology program, with basic research constituting $2.3 billion, applied research $5.5 billion, and advanced technology development $6.9 billion of this total, which is 2.1 billion less overall than the enacted amount of the previous year.
