The Rapid Reaction Technology Office (RRTO) is responsible for developing prototypes and hosting technology demonstrations with the intent of increasing the speed of ideas turning into deployable, lethal, resilient, and innovative technologies benefiting the national security of the United States. They support the development of ideas from small businesses, traditional and non-traditional performers, combatant commands (CCMDs), Department of Defense (DoD) services, academia, and Federally Funded Research and Development Centers (FFDCs) and University Affiliated Research Centers (UARCs). Prototype sponsorship and support are issued by the RRTO on a rolling basis given in the year of prototype execution. The RRTO has the ability to streamline processes related to funding prototype creation. The RRTO separates prototyping projects into three project categories:
- Emerging Capabilities Technology Development (ECTD)
- Quick Reaction Special Projects (QRSP)
- Rapid Prototyping Program (RRP)
The ECTD is for developing conceptual prototypes aligned with the militaries ‘Road to Dominance” modernization plan, prototypes which can reduce the technological risks of warfighters using land, sea, air, and space systems. ECTD prototype projects must have a project duration of fewer than 36 months and can be awarded up to $6 million in project funding.
The QRSP is made for developing prototypes that can deliver warfighter improvements within 12-18 months. Many QRSP prototype projects are to improve technologies already in use by warfighters operating within the United States Military. QRSP prototype projects are eligible to receive up to $1 million in funding.
The RRP is made for developing operational prototypes with Services and Agency programs that reduce risk and offer creative operating solutions. The RRP seeks to fund prototype projects that help predict and respond to Service and Agency issues and time-sensitive threats faced by the United States military within a year of executing prototype development. RRP prototype projects do not have a funding cap like QRSP or ECTD prototype projects. For example, the FY2018 project report showed the average funding given to RRP prototyping projects was less than $10 million.
