NSTXL is an Other Transaction Authority (OTA) used by the Department of Defense in order to streamline acquisitions. Originally launched in the 1950s during the Space Race, Other Transaction Authorities offer the ability to execute contracts outside of the Federal Acquisition Regulation (FAR) process in order to attract nontraditional defense contractors.
OTAs have increased in popularity, but some feel the OTA represents a loophole in the checks and balances in the Federal Acquisition Regulation. Meanwhile, others feel that new regulations would stop firms like NSTXL from being able to act quickly on innovation and developments.
