Volia is a Ukrainian telecommunications service provider: analog, digital, HD and interactive TV VOLIA Smart HD, high-speed Internet access, hosting and Data Center services. The company was founded on June 1, 2002. Among the founders of the company - SigmaBleyzer Corporation [1]. Later, the company included regional enterprises established earlier. Currently, the company provides services in more than 35 cities of Ukraine. [2]. As of February 2020, there are 51 centers of modern technologies "Will" in Ukraine.

On July 1, George Jembery resigned as CEO of VOLIA and handed over the management of the company to Anton Dzyubenko. Until September, he was the Director of the WILL customer service department.
On October 1, Sandra Krauina became the company's Marketing Director.
From November 1, subscribers have access to a new service Video on demand Disney Channel on Demand in the online cinema VOLIA CINEMA. Legal content from three channels is available in the online cinema: Disney Junior, Disney XD and Disney Channel.
The Irish sports TV channel Setanta Sports has entered the provider's package and has become available in HD quality, for subscribers of basic advanced digital and interactive television packages.

In the second quarter of 2004, there were 5 contact centers in Kyiv, the Citizens' Appeals Service (SROG), and the Dispatch Service (call center). In April of the same year, together with the KSCA, a preferential subscription was created for the poor, where the company reduced the price by 50% and 50% was compensated by the Kyiv City State Administration.
On May 1, the TV guide function (EPG) was launched in Kyiv's digital television. As of June 1, the company served half a million subscribers in Kiev, at the same time it was announced that retransmission was exclusively in the digital standard and the rejection of analog, the final transition was completed in April 2010. The number of Volia PremiumTV subscribers for the year increased from 3.8 thousand to 15.5 thousand, the plans for 2005 were 40 thousand.
In the summer of 2004, the company's director Sergei Boyko, as well as his deputy and accountant, were detained by the Dnipro District Prosecutor's Office in Kyiv, and law enforcement agencies seized the company's premises. Formally, the reason for the first detention was the distribution of pornographic channels by Volia, and the second detention was tax evasion. However, as the former director of the company - Brian Best - noted, all politicians in Ukraine have their own channels, and before the election they want their channel to be included in the maximum broadcast package. The Volia company reported that it was forced to be included in the minimum package of the Kievan Rus TV channel (beneficiary - Gennady Vasilyev, Prosecutor General).
In connection with these events, US Ambassador to Ukraine John Herbst said that the actions of the Prosecutor General's Office of Ukraine may scare away foreign investors from Ukraine.
At the end of August, the Donetsk TV channel Ukraina was added to the publicly available retransmission package (98% belongs to SCM, the beneficiary is Rinat Akhmetov).

Soon Volia-Kabel received the assets of Lviv-KTB (Lviv) and Pyramid (Alchevsk, Luhansk region).
Since 2002, Internet access has been available under the name Will Broadband (TM). The existing networks were unified to a single DOCSIS 1.0 standard.
Also in 2002, the modernization of networks to expand the broadcasting band began, which was completed in 2006. On September 1, along with the existing analog cable television, a digital format (DVB-C) broadcast called Will Premium TV (TM) was launched. The "digital" then broadcast 30 channels.
