From 2000 to 2001, Arnaldi improved his civil leadership skills through an assignment as President of the Construction Industry Union of Western Paraná (Sinduscon-Oeste / PR). Within this assignment, Arnaldi led the charge for continuing modernization, infrastructure development and government investment in the development of areas for public use. Between 2003 and 2004, Arnaldi also served as President of the State Chamber of Civil Construction.
Almost a decade later, after managing Sial's exponential growth, Arnaldi revived his commitment to civic functions, and served as State Treasurer of the Social Democratic Party (PSD) in Paraná, from 2012 to 2013. In 2018, Arnaldi was appointed by the National Mobilization Party (PMN) as a candidate for the position of Federal Deputy of the State of Paraná. Although he finally failed to fulfill that role, Arnaldi's impressive run earned him 35,000 initial votes, and made him an aggressively supported candidate.

In the first years after the creation of Sial, the corporation started to undertake large-scale development projects in all Brazilian municipalities.
