Because it was founded as an answer to Facebook and Twitter with no advertisements. From the beginning service runs on donations: a new user when signing up is placed on a waiting list with others waiting for approval, to skip the line users had to make a donation. Another way to step ahead in the line and gain access to the service is to share a link with friends.
