Viktor Nikolaevich Pavlenko (born April 17, 1962, the village of Grivenskaya, Krasnodar Territory) is a Soviet and Russian politician. Mayor of Arkhangelsk from June 8, 2008 to September 25, 2015. Member of the Federation Council of the Federal Assembly of the Russian Federation (representative of the executive body of state power of the Arkhangelsk Region) from September 25, 2015 to October 9, 2020. Representative of the Governor of the Arkhangelsk Region in the Arkhangelsk Regional Assembly of Deputies since February 24, 2021.
Viktor Nikolaevich Pavlenko was born on April 17, 1962.
Viktor Pavlenko has a higher education. In 1995, he graduated from the Northwestern Academy of Public Administration with a degree in State and Municipal Administration.
Viktor Nikolayevich worked in senior positions in the Komsomol, in 1991-93 he was the 1st secretary of the regional committee of the Komsomol.
Since 1993 in the public service in the administration of the Arkhangelsk region. He headed the department for youth affairs, worked as deputy chairman of the committee for youth affairs, physical culture and tourism, head of the regional policy department.

On January 25, 2007, by the decision of the Arkhangelsk City Political Council of United Russia, he was expelled from the membership of the party with the wording "for actions that discredit the party." The real reason for the exclusion of Viktor Pavlenko from the party is the refusal to condemn the activities of the mayor of Arkhangelsk Alexander Donskoy.
Viktor Pavlenko was awarded medals "For Merit to the Fatherland" 2nd class, "300 Years of the Russian Navy" and "For Merit in Conducting the All-Russian Population Census."
