The Navy’s food logistics operations rival the largest commercial enterprises in scale and complexity, but the Navy has not been able to take advantage modern food service management systems. Current Navy processes are plagued by out-of-date vendor catalogs, manual/duplicate data entry, man-in-the-loop delays, manual data transfers, and non-compliant processes and systems. Business-to-Business (B2B) and electronic data interchange (EDI) technologies allow commercial restaurants and food vendors to avoid manual processes and create electronic supply chains and marketplaces where prices/availability can be securely advertised and electronic purchases can be rapidly completed without relying on person-to-person interactions. Premier Solutions HI LLC (PSHI) proposes to develop a B2B/EDI-based Food Ordering, Obligation, and De-obligation Information Exchange (FOODIE) that allows ships, TYCOMs, COCOMs, NAVSUP, DLA, and vendors to connect in a networked supply chain with adaptable business rules. FOODIE will provide near-term food requisition/order validation and obligation/de-obligation generation in both connected and disconnected environments and will be compatible with the future Navy Operational Supply System (NOSS). Our intent with FOODIE is to address not only near-term issues, but also provide a longer-term base for improving automation and operations in the larger food requisition/ordering ecosystem.
