On December 8, 1864, a son was born in the Hijacking of mine owner William Miller and his wife Fanny, who was named, like his father, William. Fanny died shortly after giving birth. William Jr. graduated from Rugby School, then he studied at Hertford Colleges of Oxford University, receiving a government scholarship.

He attended the Classical Moderationsruen course, graduating with a first class award in 1884, and the Literae humanioresruen course, graduating with a first class Bachelor of Arts degree in 1887. He was called to the Inner Temple in 1889, but never practiced law. Thanks to his father's fortune, William had a small but steady income, so he did not need to hold full-time positions for the rest of his life.
