For instance, by referring to which processing is available among a plurality of processing units belonging to lower layer, which processing unit has better transmission efficiency in communication, or which processing unit can be used to perform communication with a desired communication partner, data distribution control means 309 controls data distributing means 307, and the data distributing means divides transmission data supplied from upper layer and distributes the data to a plurality of processing units belonging to the lower layer.
