A control plane message identifying a radio resource in a plurality of radio resources for controlling transmission of a data packet in a plurality of data packets between a plurality of communication devices is generated. The generated control plane message is transmitted. Using the identified radio resource, transmission of the data packet is controlled in a user plane.
