The method includes: sending, by a network device, indication information to a terminal, where the indication information is used to indicate at least one second BP associated with a first BP; and performing signal transmission, by the network device, with the terminal on the first BP and the at least one second BP. It may be learned that the network device indicates, to the terminal by using the indication information, the at least one second BP associated with the first BP, so that the network device and the terminal can transmit signals on BPs that are associated with each other. In addition, there may be a plurality of second BPs associated with the first BP.
