The determining module is configured to receive the network status information, and determine, according to the network status information, a mobile access point that needs to perform wireless assistance, and the determining module transmits information about the mobile access point to the transmission module. The transmission module is configured to receive the information about the mobile access point, and transmit assistance command information to the mobile access point, where the assistance command information is information for instructing the mobile access point to perform wireless assistance.
