The first controller receives a first signal transmitted from a second controller. The first signal contains information regarding a control, monitoring, or security, operation, regarding the vehicle or premises. The second controller is located at a location remote from the first controller and remote from the vehicle or premises. The first controller determines, utilizing the information regarding the limitation or restriction, whether the control, monitoring, or security, operation, is allowed.
