The game was announced at The Game Awards in December 2018; Obsidian trademarked The Outer Worlds earlier that year. The game was developed jointly by developers Tim Kane and Leonard Boyarsky. Kane described their collaboration as "a combination of my good-natured humor and Leonard's darker approach". In 2017, when the game had not yet been announced, Boyarsky reported that he was happy to use the opportunity to work with Kane - they previously collaborated on the development of Fallout and Arcanum: Of Steamworks and Magick Obscura, and Boyarsky managed to miss these types of games, "deep single-player role-playing games with a lot of choices, consequences and the ability of the world to respond to the player's actions"; he believed that the new game should appeal to all those players who liked the old games of Kane and Boyarsky.
