This sequential Phase II (TACFI) proposal is based on the Standardizing and Modernizing Security Forces' Training via VR-based Performance Measurement Phase II with Air Combat Command (ACC). Air Mobility Command (AMC) is our partner for this effort and they seek to modify the Street Smarts VR (SSVR) platform to accept a variety of training modules that will meet the expanded training requirements driven by the NSS/NDS/NMS. This enhancement of the training system into a platform capable of delivering a variety of training venues provides a powerful, mobile, and future-proof VR training system that adapts to the expansion of roles due to the multifunctional Airmen concept, emerging Security Forces requirements, and changing Tactic, Techniques, and Procedure (TTPs). The platform concept will readily and quickly provide solutions to a multitude of training topics increasing the capacity and velocity of training which ultimately expands the ready pool of trained personnel. Specifically, AMC has a national defense-related mission need in the area of Building a More Lethal Force and Integrated Defense. Security Forces members are required to attain and maintain a high level of proficiency and readiness regarding employment of small arms weapon systems and associated use of force principles. Additionally, they require familiarization training for hand-held drone countermeasures equipment in order to ensure compliance with 10 USCS § 130i, Protection of Certain Facilities and Assets from Unmanned Aircraft. 10 U.S. Code § 1565 and 28 CFR § 20.32 further mandates sustained and repeatable training in realistic indexing scenarios for Security Forces which currently do not exist. Finally, the Air Force has a 2018 DoD IG directed write-up requiring them to fix, through training and process, the collection of biometrics/data during criminal processing. This direction came as a direct result of failure to collect biometrics and report to the FBI as mandated leading to a church shooting resulting in the loss of 26 lives. Street Smarts VR, in cooperation with our partners, will modify our current virtual reality training system to create a VR platform enabling a solution to both of these problems as described later in this proposal.
