Abstract

The U.S. Army must dominate the electromagnetic spectrum (EMS) in order to operate freely in cyberspace and carry out its missions.  Thus, Cyber Electromagnetic Activities (CEMA) are a critical component of overall mission planning and execution.  Whether preparing CEMA doctrine, developing supporting systems, fielding training materials, or vetting operational plans, simulation of the EMS and CEMA operations is critical to Army missions.  Unfortunately, developing CEMA scenarios to drive such simulations is currently a slow and expensive process.  That bottleneck limits Army performance in a domain of ever-increasing criticality.   We propose to develop a CEMA Analysis Scenario Tool (CAST).  CAST will embody four key innovations: (1) it will integrate flexible and efficient agent behavior simulation with existing EMS effects analysis to allow exploration of realistic CEMA scenarios; (2) it will provide a suite of authoring tools that enable non-programmers to maintain and extend domain models, scenario templates, and agent behaviors over the long haul; (3) it will offer a combination of automated analytics and advanced visualizations to facilitate review of simulation results addressing decision support needs; and (4) it will facilitate lesson extraction from analyzed results and provide retrieval mechanisms that ensure such lessons are made available in the context of relevant future analysis efforts.   CAST will deliver four major benefits: Rapid development of high-quality CEMA scenarios requiring less human time and expertise; Lowered costs for updating, customizing, or extending domain models, including behavior models; Ability to scale to cover complex cases of significant interest, such as dense urban scenarios; and Support for results analysis and lesson extraction/exploitation, making scenarios more valuable.   During Phase I, we will (1) clarify CAST requirements; (2) specify sample scenarios; (3) develop initial data inventories and models; (4) carry out experimental prototyping; and (5) develop a Phase II system design and project plan.  We will also seek transition partners and carry out all regular reporting and coordination required for effective project management.
