Starsem is an organization that looks to combine the production and operations of international space agencies, namely between Russia and Europe. The company was founded in 1996.

The company is interested in developing and providing turnkey services, launch vehicles, marketing, systems engineering, production, verification, hardware and equipment, telemetry and tracking services, ground facilities, and assistance with logistics. The company was originally launched with work on the two-stage R-7A intercontinental ballistic missile.
