Sergey Gorshkov (13 February 1910 – 13 May 1988) was a politician and writer born in Kamianets-Podilskyi, which was then part of the Russian Empire. Gorshkov later became a citizen of the Soviet Union. He was educated at the N. G. Kuznetsov Naval Academy.
