Abstract

Cyber Electromagnetic Activities (CEMA) cross-cuts fires, aviation, other operations, and many aspects of Doctrine, Organization, Training, Materiel, Leadership and education, Personnel, and Facilities (DOTMLPF).  Knowledge of the interdependencies is critical to CEMA planning and executing a combined arms effect inside cyberspace.  This integration is a new concept and the transition is still in progress.  For a Brigade Combat Team (BCT), there is a need for situational awareness of planned and contingent friendly and possible and probable hostile force Electronic Warfare and Electro-Magnetic (EM) maneuver warfare.  “What if” scenarios and simulation-aided evaluation of different blue and red Courses of Action (CoA) can help commanders predict opportunities, anticipate vulnerabilities, and enhance their Common Operational Picture (COP) in this complex multi-dimensional environment.  Such simulation-aided planning and execution needs to be flexible, rapid, automated, and comprehensive. To develop the Cyber Terrain and Electromagnetic Operating Environment (EMOE) Scenario Generation Toolkit (CTAEMOESGT), we propose to leverage a mature and sophisticated DoD simulator, the Joint Communications Systems Simulator (JCSS), and work we did on as part of a Phase II SBIR called, “Cyber Ontology and Data Fusion for Situational Awareness and Understanding” or CybOnt.  In CybOnt we developed kinetic, EW, and cyber threat scenarios use cases and then used an attack pattern ontology and input them to JCSS to generate cyber sensor data to test fusion algorithms.  CybOnt’s ontology harvested from the Common Attack Patterns Enumeration and Classification (CAPEC) developed by MITRE for the Department of Homeland Security (DHS).  JCSS is developed and maintained by the DoD Information Systems Agency (DISA).  It is built on top of the COTS Riverbed Modeler discrete event communications simulator.  Riverbed Modeler’s software is architected as process model state machines.  It has an open API in C/C++ to add or modify process and node models.  For JCSS, DISA added a Cyber Effects Model (CEM), terrain database imports, and EM propagation modeling that can be used to setup differing cyber terrains and EM operating environments. In Phase I, we propose to start with CybOnt’s use cases, ontology, and JCSS to develop a three-stage CTAEMOESGT prototype feasibility study that can then be a launching pad for the actual Phase II prototype.  The proposed CTAEMOESGT has three stages of scenario development, each providing greater specificity to the scenarios and Human Machine Interface (HMI) tailored to that stage of scenario development.  First is use case operational sequence modeling followed by ontology augmentation and then import to JCSS for visualization, geospatial and maneuver specification, and process and node state machine customization.  The result should be a simulator state transition model ready for execution and prediction of scenario outcomes.
