Vitaly Borisovich Malkin (aka Avikhur Ben Bar ( Heb. בן -בר אביחור ‏‎); born September 16, 1952 , Pervouralsk ) is a Russian statesman and political figure . Former member of the Federation Council - representative of the executive body of state power of the Republic of Buryatia , Deputy Chairman of the Federation Council Committee on International Affairs, member of the Commission on Youth and Tourism, member of the Commission on Physical Culture, Sports and the Development of the Olympic Movement (2004−2013). Russian-Israeli oligarch, billionaire, member of the Seven Bankers". Member of the Board of the Association of Russian Banks, former President of JSC Bank Rossiyskiy Kredit , the main owner of JSC Impexbank. Founder of the charitable foundation "Era". Currently, he is not engaged in political activities and lives outside of Russia.

Grew up in a Jewish family. Father - Malkin Boris Samoilovich - Deputy Director of the Chelyabinsk Pipe Rolling Plant , mother - Pyatigorskaya Marianna Davidovna - Candidate of Medical Sciences. From childhood, he showed an interest in mathematics. He graduated from the Physics and Mathematics Lyceum No. 31 in Chelyabinsk with a silver medal, was the winner of chess Olympiads.

From 1969 to 1975 - studied at the Ural Polytechnic Institute named after S. M. Kirov at the Faculty of Physics and Technology. Graduated with honors. While studying at the institute, in addition to the main studies, Vitaly Malkin attended lectures on painting, he was especially interested in impressionist painters and Dali . With enthusiasm I read Western philosophers - Schopenhauer , Nietzsche , Kafka , and also Freud[ source not specified 162 days ] .

From 1975 to 1983, he was a post-graduate student at the Moscow Institute of Railway Engineers (MIIT). In 1982, when graduate student V. Malkin was moonlighting as a tutor, he met Bidzina Ivanishvilia , a graduate student at the Research Institute of Labor, in the late 1980s, the friends started a joint business. Partners earned the first money on the resale of personal computers. It all started with two PCs brought by friends of V. Malkin from abroad. A little later, V. Malkin and B. Ivanishvili were among the founders of the Agroprogress cooperative, organized by MIIT graduate students. The Agroprogress firm, which built greenhouses in Naro-Fominsk, was re-profiled into a more profitable business selling electronic equipment.

In 1983, he defended his dissertation on laser radiation metrology on the topic “Highly sensitive thermomagnetic recording elements for control systems for pulsed laser parameters” and received a Ph.D.

In 1989, he worked at the Research Institute of Holographic Control Methods at MIIT as a junior, and then as a senior researcher and deputy chairman of the council of young scientists at MIIT.

In 1989, he became chairman of the board of the Russian Credit Bank.

In 1990, he became one of the organizers of the Russian Credit Bank [1] .

In 1994, he became president of Rossiyskiy Kredit Bank.

In 1995 - Vice President of the Russian Jewish Congress . The organization was created as a charitable foundation [2] whose goals were to finance the activities of the Jewish community and counteract anti-Semitism [3] . Vitaly Malkin became one of the founders of the Congress and was one of the organizers of the Founding Congress of the RJC in 1996, at which the Charter and the Policy Statement of the organization were adopted. Greetings to the congress were sent by the President of the Russian Federation B. Yeltsin, who expressed the hope that this event would contribute to "the development of a dialogue of cultures and religious tolerance, so necessary for our multinational Russia, for the entire modern world" [4]. At the congress, V. Malkin was appointed vice-president of the Russian Jewish Congress. V. Malkin was a member of the Bureau of the Presidium of the RJC until 2008 [5] . In the Russian Jewish Congress, V. Malkin was the chairman of the Committee for Social Programs. It is known that V. Malkin made generous donations for the needs of the Jewish Congress [6] .

One of the most important episodes of RJC activity in the first years of the organization’s existence was the construction of the first synagogue in Russia in the post-revolutionary era, the Memorial Synagogue on Poklonnaya Gora, which was opened in 1998, and the first museum in Russia in memory of the victims of the Holocaust located in it. All funds invested in the construction of this memorial came only from the RJC. The total cost of building the synagogue is more than $13 million. Another global project of the RJC was the reconstruction in 2001-2006. the oldest synagogue in Moscow in Bolshoy Spasoglinishevsky Lane.

The Russian Jewish Congress finances the revival of the cultural and religious traditions of the Jewish people, the construction of synagogues in the regions of Russia, programs for providing Jewish schools, the study of the legacy of the Holocaust, the development of higher university education in the field of academic Judaism, social, cultural and educational programs for Jewish communities, and also cooperates with international Jewish and Israeli organizations and departments [7] .

In 2004, he was a representative of the executive branch of the Republic of Buryatia in the Federation Council of the Russian Federation, reappointed in 2007 and 2012.
