The holographic radar reflector can be a non-specular reflector, where the plurality of substantially microwave wavelength scale patterns have varying reflectivity. The holographic radar reflector can reflect electromagnetic radiation emitted from a fixed feed point in varying directions depending on the portion of the surface reflecting the electromagnetic radiation.
