He received his education at the University of Pittsburgh, Pennsylvania State University, and Peabody High School in Pennsylvania. Throughout his career, Kelly directed several films such as That's Entertainment, Part II, The Cheyenne Social Club, The Happy Road, and Singin' in the Rain. He was also a member of the board of directors for Singin' in the Rain.
Kelly was associated with the genre of traditional pop music and received various awards during his lifetime.
