Ruggles was the child of Timothy Ruggles and father to Timothy Ruggles. He had four children: Timothy Ruggles, Bathsheba Spooner, Elizabeth Margaret Chandler, and Richard Ruggles. His father was also named Timothy Ruggles. Ruggles passed away on 4 August 1795.
