StartUp PHL is a venture capital firm created by the City of Philadelphia Department of Commerce and the Philadelphia Industrial Development Corporation to invest in seed and early stage companies within the city. Founded 2012 in Philadelphia, Pennsylvania, United States, the company invests in pre-seed, seed and angel rounds. Its portfolio companies include Houwzer, Termaxia, Netsil, Nucleus, VeryApt, and Real Food Works. As of January 2020, the company had one exit and 7 investments.

Seed Fund II is being managed by Ben Franklin Technology Partners. It provides technology and entrepreneurial training to all neighborhoods in Philadelphia. Call for Ideas is a grant program providing small grants to organizations promoting entrepreneurship throughout the City.
