On October 25, 2005, the concept of administrative reform and the action plan for its implementation in 2006-2010 were adopted in Russia. One of the main goals of the reform was to increase the availability and quality of public services. In the second half of 2007, the implementation of the first projects for the creation of the MFC began. By December 1, 2008, there were 25 multifunctional centers in Russia in 16 subjects of the federation. As of the end of 2011, MFCs operated in 62 subjects of the federation.
As of January 1, 2016, there were 2.7 thousand centers and 10.1 thousand offices of state and municipal services in Russia.
On February 18, 2018, the My Documents Palace of Public Services was opened on the territory of VDNKh.
