Organization attributes
The Arroyo Center was founded in 1982 and housed in RAND's Army Research Center. The program's goal is to maintain strategic relationships with independent, nonprofit sources of objective analysis and expertise in domains of relevance to perennial Army concerns. Their central objectives are:
- conduct analytic research on major policy concerns, with a mid- to long-term policy issue emphasis
- help the Army improve effectiveness and efficiency
- Provide short-term assistance on urgent problems
The Arroyo Center is led by Vice President of RAND's Army Research Division Sally Sleeper, Associate Director Michael L. Hansen, and Director of Operation Jocelyn Maciol. Oversight of the program is stipulated by Army Regulation 5-21.3 which establishes a governing board of Army leaders known as the Arroyo Center Policy Committee, co-chaired by the Vice Chief of Staff of the Army and the Assistant Secretary of the Army.
