Created by a team of designers of the Gorky Automobile Plant (F. A. Lependin, G. K. Schneider, B. N. Pankratov, S. G. Zislin, V. F. Filyukov, V. I. Podolsky, V. S. Solovyov, under by G. M. Wasserman) to replace the GAZ-67B model. The development of the car began in 1946, prototypes were made from 1948. The first prototypes were called "Worker".
Serial production began on August 25, 1953. It was produced at GAZ until 1956, later production was completely transferred to Ulyanovsk - to the former UlZIS, which assembled ZIS-5V trucks during the war, and in the late 1940s - a GAZ-MM-V lorry. With the start of production of the GAZ-69, the company was renamed the Ulyanovsk Automobile Plant (UAZ).
From the very beginning, the new car was produced in two versions: GAZ-69 with a two-door eight-seater body (six people on longitudinal three-seater benches, a folding tailgate) and the agricultural (commander) GAZ-69A with a four-door five-seater body with a comfortable three-seater rear seat. The production of the GAZ-69 family was started by the Gorky Plant in 1953, and in parallel (since December 1954), these all-terrain vehicles were also assembled by the Ulyanovsk Automobile Plant. UAZ completely switched to the production of GAZ-69 and GAZ-69A from units of its own production after 1956.
On the basis of the GAZ-69 chassis and the reinforced Pobeda monocoque body, the Gorky Plant mastered the production of the original GAZ-M-72 all-wheel drive car from the middle of 1955. In addition, since 1952, the plant has been producing the small amphibian GAZ-46 (MAV) on the GAZ-69 units. In 1970, a modernized version of the GAZ-69-68 with axles from the UAZ-452 truck was mastered at UAZ. The GAZ-69 was also based on the 2P26 anti-tank rocket launcher for launching 4 guided missiles (ATGM) of the 2K15 Shmel complex. On the basis of the all-wheel drive GAZ-69, a prototype GAZ-19 van with a 4 × 2 wheel arrangement was created to service post offices.
Over two decades of production of GAZ-69 and GAZ-69A, over 600 thousand cars were produced. GAZ-69 was exported to 56 countries of the world in different climatic versions (GAZ-69M and GAZ-69AM), in addition, in 1957 the technical documentation for mass production was transferred to the Romanian company ARO (cars IMS-57 and ARO-M461), and in 1962 to North Korea.
Various car repair plants and structures of the USSR Ministry of Internal Affairs finalized the car by removing the awning and installing an all-metal roof.
