The Army Small Business Innovation Research (SBIR) is a Congressionally-mandate program established in 1982 to increase the participation of small businesses in the research and development of the army. The programs goal is to increase the creativity and innovation in problem solving for Army needs and to meet research and development objectives while supporting small businesses develop commercial technologies, products, and services.
The Small Business Technology Transfer (STTR) program is similar to the SBIR program in being a Federally mandated program by the Small Business Research and Development Enhancement Act of 1992 and has similar objectives as the SBIR program in the research, development and commercialization of technologies. The STTR differs from SBIR in its requirement of participation by universities, federally funded research and development centers, and other non-profit research institutions.
The SBIR program offers a Phase I maximum funding of $167,500 and a Phase II maximum funding of $1,100,000 to participating companies. The STTR program offers a Phase I maximum of $166,500 and a Phase II maximum of $1,100,000 funding to participating research institutions.
