In 1992, the Conservative Party nominated Green for parliamentary elections in the East Brent constituency, but he was defeated. He was first elected to the House of Commons in 1997 from the Ashford constituency in Kent. In 1997 he became Vice-president of the Tory Reform Group, from 2003 to 2010 he headed the Conservative Parliamentary Mainstream Group.

In 1998-1999, he was responsible for presenting to the press the position of conservatives on education and employment, and in 1999-2001 — on environmental issues. In 2001 he was appointed Shadow Minister of Education and Vocational Training, in 2003 — Shadow Minister of Transport, in 2005 — Shadow Minister of Immigration.
