In 1996, together with partners Konstantin Nikolaev and Nikita Mishin, he founded the Severstaltrans company (in 2008 it was renamed the N-Trans transport and infrastructure group).
He took an active part in the development and implementation of projects in the field of infrastructure development, in particular, in the first Russian road construction project under concession agreements within the framework of Vinci Concession Russie, a joint venture with Vinci SA.
In 2012, he founded the Art Russe Foundation to implement projects to promote Russian art  .

Initiator and sponsor of the 2012 World Chess Championship match in Moscow between Boris Gelfand (Israel) and Viswanathan Anand (India). The match was held from 10 to 31 May in the Engineering Building of the State Tretyakov Gallery  with the support of the Russian Chess Federation . He explained the idea of holding the match in one of the largest Moscow museums by the fact that this “will also contribute to the popularization of Russian culture abroad, given the huge international interest in the event”  .
On March 4, 2013 , Filatov and Gennady Timchenko , Chairman of the Economic Council of French and Russian Entrepreneurs CCIFR, signed an agreement with the State Russian Museum to support the museum in implementing programs and projects aimed at preserving the cultural heritage of Russia and popularizing Russian art abroad  .
He was the initiator and sponsor of the Alekhine Memorial international chess tournament , which was held from April 21 to May 1, 2013 . The first part of the tournament was held in Paris ( Louvre ), the second - in St. Petersburg ( Mikhailovsky Castle of the Russian Museum)  . The tournament was attended by world champion Viswanathan Anand , Boris Gelfand , Russian chess players Vladimir Kramnik , Pyotr Svidler , Nikita Vitiugov , as well as the strongest chess players from France , Great Britain ,Armenia and China . The winner was Levon Aronian .
On February 1, 2014 , at the XXII Congress of the Russian Chess Federation , he was elected President of the RCF   .

From 2014 to 2018 , he served as Vice President of FIDE (World Chess Federation / International Chess Federation). He was elected to the post on August 13, 2014 by the FIDE congress in the Norwegian city of Tromsø . Representatives of 148 countries took part in the voting. Filatov received 98 votes  . For the first time in history, a Russian candidate was chosen by vote.
At the expense of Filatov, the Chess Museum on Gogolevsky Boulevard in Moscow was completely restored , open to visitors since September 25, 2014 [ 28]  .
Since January 2016, he has been the head coach of the Russian men's chess team  . To modernize the chateau (completed in 2017 ), consultant oenologist Louis Mitjaville and Pritzker Prize -winning architect Jean Nouvel were involved . Since 2017 , wine has been produced under the Art Russe brand, and the bottle labels are designed using reproductions of paintings from the collection of the Art Russe Foundation, founded by Filatov    .
In March 2021 , Chateau La Grace Dieu des Prieurs' Elena chardonnay wine won the international Red Dot Award design competition in the Industrial Design nomination in the Beverage Packaging category  .
In 2012 , he founded the Art Russe Art Foundation (originally the Filatov Family Art Foundation), whose main task is to popularize Russian and Soviet art for an international audience through the organization of exhibitions, support for educational projects and publishing activities  .
The collection of the Art Russe Foundation contains about 400 works by Russian and Soviet masters, including works by such artists as May Danzig , Konstantin Korovin , Geliy Korzhev , Vera Mukhina , Viktor Popkov , Arkady Plastov , Nikolai Roerich , Viktor Serov, Nikolai Feshin . The basis of the Art Russe collection is made up of works from the period 1917-1991, taken out of Russia in different years and subsequently acquired by the Foundation. In particular, the collection of the Foundation contains an early version of the famous painting by Fyodor Reshetnikov “Again the deuce”       .
The Art Russe publishing series published the monographs Viktor Popkov: The Genius of the Russian Soul (by Petr Kozorezenko, Jr.), Feshin (by Galina Tuluzakova), and May Danzig (by Petr Kozorezenko, Jr.). 
Over the years, the Foundation acted as the organizer of the international project “Viktor Popkov. The Genius of the Russian Soul” (Moscow–Venice–London), the first exhibition of Russian art in the Middle East in Abu Dhabi, the exposition “The Legacy of World War II in Russian Art” in London and others.
The permanent gallery of works from the collection of the Art Russe Foundation operates in the Bewley Museum Complex (Hampshire) and is the first permanent exhibition of Russian art in the UK  .
