NATIONAL UNIVERSITY "ODESSA MARITIME ACADEMY"
On June 5, 1944, the Sovereign Defense Committee of the SRSR adopted a resolution “On the training of command personnel for the navy”: on the basis of naval technical schools, create two engineering marine schools and naval regime schools of a closed type. For the vikonannya tsієї decreed on 7 chervnya 1944 the decree of the people's commissar of the navy, which was supposed to reorganize the maritime technical schools to the greater maritime schools and create a greater maritime school in Odessa. In the Odessa Higher Nautical School (OVMU), several specialties were taught: ship navigation, ship power plants and mechanisms, ship electrical installations and mechanisms, ship radio installations. At the new VNZ, an operational group of the NKMF was sent, the head of which included renewal, reorganization and organization of the initial mortgage of the navy. Ce buli ships fakhіvtsі, yakі mali great dosvіd on the renewal of ports and repair of floating facilities. Before the group of inclusions, the engineer of the technical officer of the Chornomorsk-Azov Basin Administration Anatoly Petrovich Shved, who was entrusted with the school's staff.
On March 20, 1944, on the landing of the head of the OVMU, Candidate of Technical Sciences, Associate Professor Volodymyr Fedorovich Kravchuk, who at the same time at the warehouse of the operational group of the Chornomorsk Sea Steamship, was engaged in the support of the Zhdanivsky, Novorossiysk, Rostov and Taganroz ports. At the end of 1944, engineer V. K. Lisenko, who had previously worked in the Caspian branch of the Central Scientific and Research Institute of the Marine Fleet, was hired at the OVMU. Yomu was to create the ship-mechanical faculty of the OVMU.
OVMU was prepared for the first recruitment of cadets and the beginning of the initial fate, if in the end of 1944 the people’s commissar of the navy recognized the intercessor of the head of the school for science and basic work, candidate of technical sciences, associate professor Oleksandr Antonovich Miryuschenko, , laboratories and primary auditoriums were created, departments were completed.
From the first years of the foundation of the school, great importance was given to the training of scientific and academic personnel, the development of a scientific and historical base. By order of the order, it was appointed that the warehouse of the VNZ was responsible for entering the military-marine training. Starting from 1945, the school was organized - organizational and construction work, special structural support to the faculty of military education (ORSO). One of the first tasks of the school was the organization of swimming practice - an invisible part of the initial process. In early 1945, cadets of the ship navigation faculty were sent to practice on ships: first on the steamboat “Adreana”, then on the passenger ship “Ukraina” (offensive stench was taken away by reparation from Rumunia). At the beginning of 1946, the first ship of the chief fleet was born. For swimming practice, the ship “Ekvator” was taken away, as well as the sailing yachts “Azimuth” and “Lieutenant Shmidt”, as they took over from the first ship. Already in the first years of the war, active training of athletes in various categories was carried out, organization and participation of cadets of the school in the interests of different levels and profiles. In 1946, for success in the preparation of fahivtsiv, by order of the Committee, the higher school at the Radnarkom School took away the status of a higher education institution of the III category. At the end of 1947, by the order of the Minister of the Navy to land the head of the Odessa Nautical School of Appointments, captain of the first rank Ivan Gavrilovich Slepchenko, which significantly expanded the school’s capacity: the start of the new military corps, before the work, they were successful in getting to work.
Highly raised the status and prestige of the school, as well as primary and scientific work. Looking ahead, it is significant that in 1950 the school was given the status of the highest initial mortgage of the II category, and in 1968 - the I category. OVMU was awarded a diploma of the 1st stage of the VDNG SRSR. Since 1950, the school has begun the training of foreign citizens. In 1958, the department of OVMU was reorganized into OVIMU - Odeska, a higher marine engineering school. On February 1, 1960, the correspondence department of the Odessa Higher Marine Engineering School in Izmail was created. The 1960s can rightly be considered as the beginning of an intensive development of scientific research. Schools of science began to form in OVIMU. Three active development of the laboratory base of the school, the department is equipped with the first simulators. Go to the life of the main and residential buildings. The medical and sanitary service developed - it was created overnight from the school, the sanitary part was heavily completed with new medical facilities. In 1974, the Ministry of the Navy of the SRSR appointed Vasily Mikhailovich Zalyotov as the head of the OVIMU - associate professor, candidate of technical sciences, graduate of the first graduation school, who for over a quarter of a century had been the head organizer of the work of the university and left a good memory of himself.
Scientific research of OVIMU scientists was widely implemented in production, gave a high economic effect. OVIMU scientists and teams of branch laboratories took part in the implementation of branch scientific and technical programs. In 1974 there was a memorable practice of cadets of the school, when "Comrade" together with "Kruzenstern" (LVIMU) for the first time took part in the international sailing regatta "Operation Sail-74" (between Copenhagen and Gdynia). "Comrade" had the championship among large sailboats and won the overall first place among 57 contenders from 12 countries. The year 1976 was also significant, when "Comrade" took part in the transatlantic regatta "Operation Sail-76" and was the first to cross the finish line at the raid on the port of Santa Cruz de Tenerife. The training and sailing ship Druzhba made a famous voyage to the United States (1990) with cadets of OVIMU and American cadets on board. Until the early 1990s, OVIMU met international standards in terms of its training base, teaching staff, and scientific potential. On April 26, 1991, the Cabinet of Ministers of the USSR adopted Resolution № 207 on the transformation of the Odessa Higher Naval Engineering School named after Lenin's Komsomol into the Odessa State Maritime Academy (ODMA). Fulfilling the social order, ODMA reorganizes its work in accordance with new realities and becomes one of the leading universities in the country in the training of maritime personnel. Already in 1992, the high status of the academy was confirmed, when the Ministry of Education of Ukraine issued a state license for the right to train naval specialists at all levels. On the basis of the academy, the Scientific and Methodological Commission (SCC) of the Ministry of Education for Navigation and Energy of Ships is established. On July 25, 1992, by order of the Minister of Defense of Ukraine, the Odessa State Maritime Academy was included in the list of higher educational institutions of the Ministry of Education, which established military training of cadets and established relevant departments, faculties and departments of military training. In accordance with the order of the Ministry of Education and Science of 25.05.93, the decision of the Academic Council of the Academy of 30.06.94 and the order of the Rector of 02.11.94 on the basis of the Faculty of Advanced Training created the Center for Training and Certification of Naval Personnel (CPAP). The establishment of the center was connected with the forthcoming adoption in July 1995 by the International Maritime Organization (IMO) of the International Code of Standards for the Training and Certification of Seafarers (PDNV-95). On April 5, 1993, the President of Ukraine LM Kravchuk visited the Maritime Academy. He praised the work of the academy, its educational and laboratory base, stressed the importance and necessity of the functioning of this type of higher education institution in Ukraine. During the existence of the school-academy has gained vast scientific and pedagogical experience. Since the second half of the 1990s, changes in the activities of the academy have become more and more noticeable. New specialties are opening: in 1995 the training of specialists in the field of maritime law began. On June 28, 1996 the Mariupol faculty became a part of ODMA. Links are being established with the World Maritime University (Sweden) and the Institute of Marine Engineers (UK). In the international sphere, the main activity of the academy was, first of all, cooperation with educational institutions of the world, maritime organizations and associations, foreign shipping companies. Employees of the Academy in the delegations of Ukraine took a direct part in the work of the IMO: assemblies, committees, subcommittees. In 1994 the academy took part in the educational program "TEMPUS". The Faculty of Humanities together with the universities of Belgium, Greece and Portugal developed a project and won a grant that allowed for joint development with educational institutions in European countries. ODMA's activity has received international recognition. In 1996, a group of IMO experts conducted an examination of the training of naval personnel at the ODMA. The experts praised the quality of training of naval and river fleet specialists. On July 7, 1998 by the decision of the State Accreditation Commission of Ukraine ODMA was recognized as an educational institution certified by the IV level of accreditation. In the summer of 2000, a new page in the history of the academy opens - there is a change of head. VM Zaletov after the expiration of the next contract decides to resign as rector. The staff of the academy supported the candidacy of the vice-rector for academic affairs Mykhailo Valentinovych Miyusov . The Ministry of Education and Science of Ukraine appointed MV Miyusov to the position of rector.
Among the main tasks of the academy in the new economic conditions was the task of increasing the international prestige of the academy, expanding international relations in order to organize the practice of cadets and employment of graduates in the world's leading shipping companies. During the years of Ukraine's independence, ODMA has become a leading scientific and methodological center of maritime education, which defines the philosophy, strategy and ways to improve the training of seafarers in Ukraine. On September 21, 2002 the staff of the academy met the President of Ukraine L.D. Kuchma. Decree of the President of Ukraine №845 of 21.09.2002 stated: “Given the national and international recognition of the results of the Odessa State Maritime Academy, its significant contribution to the development of national education and science, I decide: to assign the Odessa State Maritime Academy national status Odessa National Maritime Academy… ”The emblem and flag of ONMA were approved. Summing up the results of the 60-year journey, it should be noted that the wording of the decree is the work of thousands of people - teachers, staff, graduates of OVMU-OVIMU-ODMA. Dozens of agreements have been concluded with shipping companies of Ukraine and other countries, seaports, agencies, and crewing companies to provide internships for all cadets of the academy. The Academy received a number of diplomas, certificates and medals for the introduction of modern educational technologies, active participation in exhibitions. The basis of the academy's work as a modern educational and scientific center is, first of all, the solution of current educational problems, ensuring the proper quality of the educational process. According to the Conceptual Principles of Education and Training of Ship Crews, Ukraine is a maritime state capable of training highly qualified specialists for the merchant navy. The entry of Ukrainian sailors into the international labor market is not only prestigious, but also economically feasible, as it contributes to the development of Ukraine's labor resources. By a resolution of June 4, 2014, the Faculty of Naval Forces was established in the ONMA, which was later transformed into the Institute of the Navy of the NU “OMA”. On August 25, 2015, as part of the work program, President of Ukraine Petro Poroshenko visited the Odessa National Maritime Academy, where he met with cadets, faculty and staff of the academy. In accordance with the order of the Cabinet of Ministers of Ukraine of June 15, 2015 № 623-r and the Decree of the President of Ukraine of August 25, 2015 № 500, from January 1, 2016 ONMA was reorganized by transforming it into the National University "Odessa Maritime Academy" (OMA) ).

Marine radars are X band or S band radars on ships, used to detect other ships and land obstacles, to provide bearing and distance for collision avoidance and navigation at sea. They are electronic navigation instruments that use a rotating antenna to sweep a narrow beam of microwaves around the water surface surrounding the ship to the horizon, detecting targets by microwaves reflected from them, generating a picture of the ship's surroundings on a display screen.
Radar is a vital navigation component for safety at sea and near the shore. Captains need to be able to maneuver their ships within feet in the worst of conditions and to be able to navigate "blind", when there is no visibility at night or due to bad weather. In addition to vessel-based marine radars, in port or in harbour, shore-based vessel traffic service radar systems are used by harbormasters and coast guard to monitor and regulate ship movements in busy waters.
Radars are rarely used alone in a marine setting. A modern trend is the integration of radar with other navigation displays on a single screen, as it becomes quite distracting to look at several different screens. Therefore, displays can often overlay an electronic GPS navigation chart of ship position, and a sonar display, on the radar display. This provides a combined view of surroundings, to maneuver the ship.
In commercial ships, radars are integrated into a full suite of marine instruments including chartplotters, sonar, two-way marine radio, satellite navigation (GNSS) receivers such as the US Global Positioning System (GPS), and emergency locators (SART). With digital data buses to exchange data, these devices advanced greatly in the early 21st century. For example, some have 3D displays that allow navigators to see above, below and all around the ship, including overlays of satellite imaging.
