Due to the COVID-19 pandemic, the DoD, Air Force, and Platform One rapidly shifted their capabilities to work remotely. Immediately, they faced challenges, and in the DevSecOps and Agile software development community, a critical struggle became clear, there were no systems in place to train active duty and civilian DoD members. Even before the work-from-home orders, Platform One was already struggling to train and onboard Platform/DevSecOps engineers due to growth. They couldn't keep up with growing demand to assist, train, and provide residency programs for application teams looking to leverage Platform One for its ability to provide a Continuous Authority to Operate (CATO) and CTF for software applications that reside within it. As the DoD moves to bring to fruition Mr. Chaillan's vision of having 11,000 DoD software developers leveraging Agile and Platform One by the end of the year, it's become increasingly important to deploy new capabilities. Capabilities that allow the DoD to manage effectively, train, and onboard individuals for either the Platform One engineering team or application teams looking to leverage Platform One, at scale. Once COVID-19 hit, and most individuals moved to work remotely and disparate from each other, the difficulty of onboarding exponentially increased. RevaComm and partner Galvanize were already working to provide an application team onboarding at-scale. As COVID-19 hit, we realized that we needed to take a "virtual-first" approach, and it became extremely critical to have an online system that allows management and tracking of synchronous and asynchronous learning while ensuring outcomes, whether users are working in-person or remote. As the AF started assessing systems that could provide remote, asynchronous learning, we felt that Galvanizes' SaaS LEARN system would be the ideal fit, so we provided a demonstration to the AF and Platform One. This demonstration produced a significant interest in having the ability to host the system on Platform One, so it could host FOUO information about systems and processes specific to the AF, Platform One, and other DoD agencies that leverage Platform One. What we are proposing to do under this SBIR is rapidly adapt and modify the LEARN system. We will containerize it, migrate it's code-base to Platform One's GitLab, setup CI/CD pipelines, and ensure it passes all of Platform One's automated tests and security gates so that we can deploy it to Cloud One (IL4/5) for DoD, AF, and Platform One use.
