Georgy Moiseevich was born on June 30, 1939 in the city of Ivanovo. He began his career as a locksmith at the Iskozh plant in the city of Kirov. in 1956.
Higher education, graduated from Krasnodar Polytechnic Institute with a degree in Electrical Engineer.
From 1958 to 1962 he served in the Navy.
From 1962 to 2005 he worked in the system "Sevkavspetsavtomatika" - RSMNU "Fire-fighting automation".
As the head of special works, he took part in the construction of the most important objects of the USSR: G. K. Ordzhonikidze Kutaisi Automobile Plant (KAZ), Novovoronezh NPP, KamAZ, Izhevsk Machine-Building Plant, Lipetsk Stan-2000, Kotovsky Defense Complex and others.
