Vitaly Mikhailovich Vovk was born in 1962 in the city of Kalinkovichi, Gomel region. In 1984 he graduated from the Belarusian Polytechnic Institute, in 2009 - the Academy of Public Administration under the President of the Republic of Belarus.

In 1984-2001 he worked at the Minsk Automobile Plant, then at the Minsk Wheel Tractor Plant.

In 2001-2006, he was the General Director of YUKOLA-SERVICE LLC and YUKOLA Motors LLC.

In 2006-2010 - Deputy General Director of the production republican unitary enterprise "Minsk Wheel Tractor Plant" for commercial issues.

In 2010-2011, he was General Director of Volat-Sanjiang Joint Limited Liability Company.

Since September 2011 - General Director of the open joint-stock company "Minsk Wheel Tractor Plant".

From December 2014 to August 2018, he served as Minister of Industry of Belarus.

On September 18, 2018, he was appointed Assistant to the President of the Republic of Belarus - Inspector for the Vitebsk Region.

The company has a well-established quality system for the final construction products - a quality management system has been certified, a certificate of conformity with STB ISO 9001-2009 has been received.

The house-building plant has a certificate of admission to a certain type or types of work that affect the safety of capital construction objects No. 0383.01-2009-300082594-С-2 for the implementation of construction activities on the territory of the Republic of Belarus and the Russian Federation.

Since November 2004, the state enterprise "Vitebsk DSK" has been a member of the Belarusian Union of Builders.

The KPD plant of the state enterprise "Vitebsk DSK", producing a wide range of reinforced concrete products, can satisfy any customer request.

The plant produces reinforced concrete products of the KPD 111-108 series, as well as general construction products: foundation tape blocks, piles, well rings, paving slabs, curbs, ready-mixed concrete and mortar, commercial reinforcement, metal structures.

The enterprise acted as the general contractor for the reconstruction of the Summer Amphitheater, where the annual international festival "Slavianski Bazaar" takes place.

In 2010, the plant completed the reconstruction of the Vitebsk Biofactory, carried out in accordance with the State Investment Program approved by Decree of the President of the Republic of Belarus on January 14, 2008 No. 20. It is one of the largest manufacturers of biological preparations in the CIS.

The geography of the construction of the enterprise is quite extensive: cities and regional centers of the Republic of Belarus, cities of the Russian Federation - Kostroma, Volgorechensk, Smolensk, Pskov, Beloyarsk.

The enterprise is improving its structure, which makes it possible to carry out work not only on the construction of housing, but also on objects that are not typical of the main activity profile: the reconstruction of the Vitebsk bus station and the Vitebsk biofactory, the construction of the brewery SOOO "Dvinsky brovar", a cheese production workshop in the city of Vitebsk were carried out.
