Sharing ship performance data between the fleet and shipyards represents a key component of the Navy's efforts to optimize maintenance activities taking full advantage of the Enterprise Remote Monitoring (eRM) system, Reliability Centered Maintenance (RCM), and Condition Based Maintenance (CBM) analytics. Illumination Works has successfully applied metadata driven data management strategics for fleet level advanced analytics as well as digital twin representations of individual items. Our solution proposal extends this metadata driven approach and framework (Monarch) to add critical components necessary to address the Navy's problem including bi-directional data management (synchronization as necessary) to ensure eRM data is pushed to shipyards and shipyard RCM and CBM decision points are pushed to ships for operational maintenance directives, an information resiliency framework that leverages hierarchical blockchains to ensure data immutability and nonrepudiation is built in, asynchronous retransmit mechanisms are accurate and trustworthy, and artificial intelligence/machine learning is utilized to down-select and optimize the data to be transmitted over limited bandwidth channels.
