Established in 1942, Polzunov Altai State Technical University is a non-profit public higher-education institution located in the urban setting of the large city of Barnaul (population range of 500,000-1,000,000 inhabitants), Altai Krai. Andrei Mikhailovich Markov, doctor of technical sciences, professor, author of more than 170 scientific works and 17 patents for inventions, was appointed rector of Altai State Technical University.

Before that, from 2007 to 2014, he headed the Technology Management Department. Since 2010, he was Dean of the Faculty of Innovative Engineering Technologies, and since 2013 - Vice-Rector for Strategic Development and International Activities. In 2017 he was elected to the position of Executive Director of the Union of Industrialists of Altai State.

A graduate of Tomsk Polytechnic University, Doctor of Physical and Mathematical Sciences, Professor V.V. Evstigneev was elected Rector of the Institute on a competitive basis. Evstigneev, now an honored scientist of the Russian Federation, member of the International Academy of Higher Education and the International Academy of Information.

In 1945-1946 the university had only two faculties: the motor-tractor faculty and the mechanical-technological faculty which trained 447 students; there were 47 full-time teachers at 12 departments. Much attention was paid to methodical work: open lectures, methodical seminars, teachers' conferences, textbooks for students were published, private methods of teaching were developed, students actively participated in extracurricular work. Teachers and students themselves designed the devices necessary for studies. The management of the institute organized ties with the enterprises of the city and the region; scientific and technical sessions and conferences were held on the basis of the university.

The institute got its own student dormitory, as well as a house for teachers and facilities for laboratories, classrooms, and the library.

The university became known as the Altai Institute of Mechanical Engineering

February 23, 1942

Barnaul Mechanical Engineering Institute (BMI) was established on the basis of ZMI. Training sessions at BMI began on February 23, 1942, and the date of graduation of the first 13 engineers was May 1943. The first director of the technical university in Altai was L. G. Isakov, who remained in that position until 1952.
